Clark relocated to Melrose in 2001 and was elected to the Melrose School Committee in January 2002. She ran for the Massachusetts Senate for the first time in 2004 but lost to Republican incumbent Richard Tisei.
She was overwhelmingly elected head of the Melrose School Committee in January 2005. When incumbent Mike Festa launched a candidacy for Middlesex district attorney but pulled out of the election, she ran for the 32nd Middlesex seat in the Massachusetts House of Representatives.

In order to fill Festa’s position as Secretary of Elder Affairs in the Deval Patrick administration, Clark ran in the special election that followed Festa’s resignation from the state House in October 2007. Throughout the campaign, she underlined her legal skills and proclaimed “creating stability in state aid” her primary policy priority. In January, she won the Democratic primary with 65% of the vote, defeating two other Melrose Democrats. She beat Republican real estate developer Mark B. Hutchison by a margin of 63% to 37%. She was re-elected uncontested to a full term in November 2008.
Clark, who was sworn in on March 13, 2008, represented Melrose and Wakefield. She served on the Committees on Education, Judiciary, Municipalities, and Regional Government.
